Frank DePaolo

Frank DePaolo is an internationally recognized leader in medicolegal death investigation, mass fatality management and disaster victim identification. As former deputy commissioner of the New York City Office of Chief Medical Examiner, he directed daily forensic operations and led large-scale fatality response efforts, including complex multiagency incidents and surge operations.

Over a career in forensic science and emergency management, Mr. DePaolo has helped shape modern mass fatality response. He has developed disaster management strategies, interagency coordination frameworks and operational protocols that support practical, scalable disaster victim identification efforts.

He is the author of the widely used Mass Casualty Incident Response Checklist — The Next 30 Days, a resource for operational readiness and response. As a consultant and adviser, he continues to help agencies strengthen fatality management systems, preparedness and performance in high-consequence events.
